The best April Fools' Day pranks of all time

April First is a day that will live in absurdity. April Fools' Day is an opportunity for misfits, pranksters and even the media to pull some legs and cause brows to furrow.

According to Alex Boese, creator of the online Museum of Hoaxes, "April Fools' is the one day that's basically reserved for misfits, rebels, nonconformists ? and the powerless, like children. It's the one day of the year they get to have their fun." It is society's understanding that in return for blowing off steam on one specific day, those rowdy rogues will behave themselves the rest of the year, Boese says.

In some countries the fun lasts only until noon, but here we can keep fooling people long into the evening.

Boese, the San Diego-based "curator" of his virtual museum, has watched hoax trends for the past decade, and he forecasts a mild year for the pranksters. "In years when there are all kinds of bad stuff going on in the news, oftentimes that tends to drown out the April Fools' activities," he said. "I could totally be wrong ? maybe people need some humor ? but traditionally you don't get the best hoaxes in years with major big news stuff going on."

In case Boese is right and pranks are down this year, we have compiled, from years past, our top media-fueled April Fools' Pranks for your reading pleasure. [The 5 Funniest Fake Scientific Breakthroughs ]

Swiss spaghetti
On April 1, 1957, the BBC decided to pull a prank on its audience by airing a story on the fragile Swiss spaghetti crop, a food source that was having a bumper year. Along with footage of peasants plucking strands of pasta from trees, the BBC advised viewers on how to grow their own spaghetti garden. Hilarity ensued.

The Museum of Hoaxes curator called this British prank the best of all time. "I think it shows absurdity in a gentle way," Boese said. "It highlights how easily we can be fooled, but in a fairly harmless way. And above all, it doesn't hurt anybody."

Color TV ? now with nylon!
In 1962, Swedish TV, the state-run television station, was still broadcasting only in black and white. Then, on April 1, the station brought in a "technical expert" to describe a fascinating way to make television suddenly appear in color ? no hardware upgrade needed. The expert told viewers to take an old nylon stocking and put it over the TV set, although they might have to move their heads very carefully back and forth in order to align the color spectrum. Needless to say, the technical technique didn't work too well, and lots of families looked pretty darn silly giving it a try. Swedish TV began actually broadcasting in color four years later.

Left-handed burgers
In 1998, Burger King ran an ad in USA Today saying people could get a Whopper specially created for left-handed people . Its condiments, the ad claimed, were designed to drip out of the right side. According to sources, not only did customers order the new burgers, but some burger-eaters specifically requested the "old" right-handed artery-smasher. Have it your way!

Pi gets rewritten
In 2008, an executive with the Microsoft Institute for Advanced Technology in Governments posted on his personal blog an updated value for pi. The hoax claimed that Microsoft Research had determined the true-up value of pi to be a definitive 3.141999, or as expressed in company literature, "Three easy payments of 1.047333". Which is fairly hilarious.

This 2008 prank harked back to an older spoof. In 1998, a researcher published an article suggesting that Alabama's state legislature had rounded the value of pi to the "Biblical value of 3". Some pranks come around again and again.

The Taco Liberty Bell
In 1996, the Taco Bell Corp. announced it had bought the Liberty Bell and was renaming it the Taco Liberty Bell. The announcement caused much consternation among citizens, who started calling the National Historic Park in Philadelphia to protest the corporate name-change. Hours later, Taco Bell let the word slip that it was all a practical joke. But had it been true, perhaps Lady Liberty would have known where to grab a chalupa.

Nixon again?!
It's not just corporations that can jump on the bandwagon of hoaxes ? in 1992, National Public Radio's "Talk of the Nation" program announced Richard Nixon, who in 1974 became the only U.S. president to resign from office, was running for president again. According to NPR, Nixon's? new campaign slogan was, "I didn't do anything wrong, and I won't do it again." NPR even ginned up audio clips of Nixon's candidacy speech, causing much angst from listeners. NPR gave up the joke after a few minutes.

Thomas Edison's Magic Machine
Edison was a genius, that's for sure. After he invented the phonograph in 1877, there seemed to be nothing stopping him from saving the whole world. And that's exactly what the New York Graphic claimed on April 1, 1878, when it announced Edison had invented a machine that could convert soil directly into cereal, and water into wine.

Cassini makes simultaneous measurements of Saturn's nightside aurora and associated electric current system

ScienceDaily (Mar. 27, 2012) ? Since the NASA / ESA Cassini-Huygens spacecraft arrived at Saturn in 2004, astronomers and space scientists have been able to study the ringed planet and its moons in great detail. Now, for the first time, a team of planetary scientists have made simultaneous measurements of Saturn's nightside aurora, magnetic field, and associated charged particles. Together the fields and particle data provide information on the electric currents flowing that produce the emissions.

Team leader Dr Emma Bunce of the University of Leicester will present the new work at the National Astronomy Meeting in Manchester on 27 March 2012.

Generally, images of the aurora (equivalent to the terrestrial 'northern lights') provide valuable information about the electromagnetic connection between the solar wind, the planet's magnetic field (magnetosphere) and its upper atmosphere. Variations in the aurora then provide information on changes in the associated magnetosphere. But viewing the aurora (best done at a large distance) at the same time as measuring the magnetic field and charged particles at high latitudes (where the aurora is found, best done close to the planet) is hard

In 2009, Cassini made a crossing of the magnetic field tubes that connect to the aurora on the night side of Saturn. Because of the position of the spacecraft, Dr Bunce and her team were able to obtain ultraviolet images of the aurora (which manifests itself as a complete oval around each pole of the planet) at the same time.

This is the first time it has been possible to make a direct comparison between Cassini images of the nightside aurora and the magnetic field and particle measurements made by the spacecraft. And because of the geometry of the orbit at Cassini, it took about 11 hours to pass through the high-latitude region or about the same time it takes Saturn to make one rotation.

This meant that the team were able to watch the auroral oval move as the planet turned. As Saturn and its magnetosphere rotated, the auroral oval was tilted back and forth across the spacecraft with a speed that is consistent with a planetary rotation effect:

Dr Bunce comments: "With these observations we can see the simultaneous motion of the electric current systems connecting the magnetosphere to the atmosphere, producing the aurora. Middle school boys who are reluctant readers value reading more after using e-readers

Middle school boys who are reluctant readers value reading more after using e-readers

Tuesday, March 27, 2012

Middle school boys rated reading more valuable as an activity after two months of using an e-reader, according to a new study.

The findings come from a study of 199 middle school students who struggle with reading and who participated in a reading improvement class that included Amazon's Kindle e-reader, said one of the study's authors, Dara Williams-Rossi, Southern Methodist University, Dallas.

The researchers found that boys consistently had a higher self-concept of their reading skill than girls both before and after using the e-readers. After use of the e-readers, boys' attitudes about the value of reading improved, while girls' attitudes declined, said Williams-Rossi, an assistant clinical professor in the Annette Caldwell Simmons School of Education and Human Development at SMU.

Technology motivated boys; girls appear to prefer actual books

"The technology appeared to motivate the boys to read, while many girls preferred the actual books," said Williams-Rossi, who is also director of undergraduate programs in Simmons. "The data showing the girls' preference were statistically significant and particularly intriguing. This is part of a 3-year study and this data came midway through, so we are continuing our investigation and interviewing girls to understand their reaction to the e-readers. It may be that they prefer curling up with actual books and that they enjoy sharing their reading with their friends."

Among the findings, students generally liked using e-readers and many felt that using it helped their reading improve. Sixth- and seventh-graders were more enthusiastic than eighth-graders about the e-readers, the researchers found.

Based on anecdotal comments from the children, the researchers found the e-readers sparked excitement among the students, resulting in positive attention for the students in the reading improvement classes. Over the course of the study, word about the e-readers spread around the school, and students who weren't in reading improvement classes began asking how they could join "the Kindle classes."

Access to Internet a challenge; boosts need for teacher monitoring

For the study, the researchers provided e-books on the Kindle e-readers to 199 students at an urban middle school in Texas. The students had about 15 to 25 minutes during their silent reading improvement class period to read high-interest chapter books and stories on the Kindle. Books included 25 classics, including The Wizard of Oz and Black Beauty, as well as ghost stories and scary stories, which were the most popular. Students said they read between one and four e-books over the course of the two-month study.

Teachers generally thought the e-readers were better at getting their reluctant readers engaged, but they reported being frustrated by students' easy Internet access through the district's Wi-Fi, which required them to monitor the students more closely. Also, the teachers had to spend time keeping the e-readers charged, checked-out and locked up each night, but teachers told the researchers they plan to incorporate e-readers into their classes in coming years.

Overall, the students and their two teachers rated the experience as highly satisfying. In asking individual students what they liked about the e-readers, they said they liked not having to carry a lot of books; they liked other students not knowing their reading level or choice of book; and they liked that the book they were reading was always available and hadn't been removed from the classroom. The voice-to-text feature was popular with students for whom English is a second language.

In describing their reactions to the e-readers, students advised improvements to the Kindle and the books: a light, so it can be read in the dark; pictures; more books; and graphic novels.

Middle schoolers read less than younger students; "boring way to spend time"

Study findings were published in the International Journal of Applied Science and Technology as "Reluctant Readers in Middle School: Successful Engagement with Text Using the E-Reader," authored by Williams-Rossi with three other researchers, all from Fort Worth, Texas: Twyla Miranda, Texas Wesleyan University; Kary A. Johnson, The Reading Connection; and Nancy McKenzie, Tarrant Community College. A link to the study is at http://tinyurl.com/d3b6avw.

"It's inevitable that e-reader technology will enter school classrooms," said the authors. "Our study presents reasons e-readers may be beneficial, in particular, to reluctant readers in middle grades."

Previous research in the field has shown that upper elementary and middle school students tend to read less than younger students because of time spent with their friends and in other activities. Also, these same students, particularly boys, may not value reading as much as they did when they were younger. One study found that most students indicated reading is a "boring way to spend time."

Among those students, research has shown that low-skilled readers have trouble starting, continuing and finishing a book, and that they are stymied by vocabulary and reading comprehension challenges. Skilled readers, on the other hand, enjoy books.

Researchers have suggested that technological gadgets, enlarged text and a more favorable environment might encourage reluctant readers. For those reasons the authors pursued a study to see how reluctant readers would respond to e-readers. Rotary International Club purchased the e-readers for the research.

Why BofA's latest plan is drawing little protest

By Eve Tahmincioglu

Doesn?t it feel like Bank of America has finally broken us?

Plagued with lawsuits and settlements; uproars over fee hikes; and a recent scathing article in Rolling Stone calling it ?moronic and corrupt," you would think the nation?s biggest bank would be put under a synchrotron, the world?s biggest microscope, by the mere mention of a new approach or plan to help its bottom line or borrowers.

But Friday, when the bank announced an unprecedented plan to become a national landlord to thousands of people who couldn?t afford to pay their mortgages, we heard hardly a whisper of scrutiny.

?I am not a big fan of the way banks in general and BofA in particular have handled the mess they had a huge part in creating,? said George Gombossy, editor of Connecticut Watchdog, a consumer advocacy website, who?s usually pretty vocal about banking practices. ?But after saying that,? he added, ?I think we ought to let this experiment play out.?

The bank's plan is basically a flip on the rent-to-buy model that has given countless consumers the means to own their own homes. In Bank of America?s spin on the concept, which it aptly calls ?mortgage to lease,? you end up going from homeowner to renter, or basically economically backward. I say backward not because I?m trying to fault the bank?s big idea but because it?s backward based the natural progression toward economic independence our parents taught us, right?

Some banking experts think it?s better than nothing for consumers and for the bank.

?When you?re dealing with the sheer number of delinquent and distressed mortgages we have in this country it leaves a lot of room to try a few things and see what works,? said Greg McBride, senior financial analyst for Bankrate.com.

And, McBride pointed out, ?It's important to stress this is just a test, and a small-scale one at that.?

Bank of America said fewer than 1,000 homeowners will be invited to take?part in the pilot plan, in a limited number of markets including Arizona, Nevada and New York.

?Our priority is designing a solution that helps our customer,? Ron Sturzenegger, the legacy asset servicing executive at Bank of America, said in a statement. ?If this evolves from a pilot into a more broadly based program, we also see potential benefits from helping to stabilize housing prices in the surrounding community and curtail neighborhood blight by keeping a portion of distressed properties off the market.?

It could also help the bank?s bottom line, providing the institution with a new source of revenue as it looks to ultimately sell the properties.?

But will it be a panacea for struggling homeowners? The devil will be in the details, according to a blog post by Yves Smith, founder of financial website Naked Capitalism, about the mortgage-to-lease proposal. ?Even if the program turns out to be a positive experience for borrowers and the bank, it is not clear that it is a magic bullet for the foreclosure mess,? she surmised.

And, she continued, ?Anyone who has had a bad or lazy landlord can tell you what an awful experience it is. Banks have done a terrible job of securing and maintaining foreclosed properties. How responsive will they be when a boiler fails or the roof develops a leak or a tree falls down in a storm and damages the house??

Bank of American?s proposal is being hailed by many, including bank executives, as a compassionate move for homeowners who can no longer pay their mortgages and now will be able to stay in their homes. But it is reminiscent of that scene from ?It?s a Wonderful Life? when Mr. Potter tells George Bailey that banks shouldn?t be funding middle class dreams of homeownership because it gets you ?a discontented, lazy rabble, instead of a thrifty working class.?

NVIDIA's GTX 680 tested in SLI and multi-display modes, loses some of its lead

Image
Just hours after our review round-up of the new GeForce GTX 680 graphics card yesterday, a Dutch site has managed to test multiple cards in different (but invariably exorbitant) SLI modes. One of the strange things we learned during our hands-on was that SLI is complicated by NVIDIA's GPU Boost technology, which causes individual cards in the same chassis to run at different clock speeds depending on their load and temperature. Fortunately, Hardware.info reports no problems with SLI whatsoever, but it also concludes that the GTX 680 doesn't scale quite as well as AMD's Radeon HD 7970 in this type of niche setup. That changes if you throw down even more money on a 5760 x 1080 triple-display rig, in which case NVIDIA takes the lead in some games, but loses in others -- leaving the two rivals closer than the single-card reviews we looked at yesterday. If horizon-filling gameplay is your thing, don't give anyone thousands of dollars until you've checked out the source link.

[Thanks, Koen]

Richard (RJ) Eskow: The Dumbest 'Bipartisan' Move Since Repealing Glass-Steagall

Here we go again. Once again the 'bipartisan' consensus in Washington, fueled by an intoxicating brew of conventional wisdom laced with campaign cash, has repealed some of those 'cumbersome regulations' that do nothing of value - nothing, that is, except prevent catastrophes. There will be celebrating on both sides of the aisle when the President signs this bill.

And when disaster strikes a few years from now, as it inevitably will, they'll all say "Nobody could have seen it coming." Plus ?a change, plus c'est la m?me crap. Creationism can't disprove the theory of evolution - but a little time in Washington will make you think twice.

Here we are, surrounded by still-smoldering financial wreckage, and almost everyone in Washington is falling over themselves to repeat exactly the same kinds of actions that got us into this mess. Last time around it was the repeal of Glass-Steagall, introduced by Republican Sen. Phil Gramm and enthusiastically signed by President Clinton in the presence of Treasury Secretary Larry Summers.

This time it's the deceptively named "JOBS Act," introduced by the far-right Republicans in Congress and passed overwhelmingly by members of both parties. The President indicated his eagerness to sign the bill early on. Once again basic protections for investors, including individuals and families, are being recklessly overturned in a deregulating frenzy. Some of those protections were enacted in the wake of the Enron scandal, in which sociopathically unscrupulous business people conducted a hoax that ruined thousands of families and deprived many of their life's savings.

We haven't learned a damn thing.

The hype that led Washington honchos to name this tragic bill the "JOBS Act" is the same brand of patented b.s. that inspired lawmakers to call Gramm-Leach-Bliley, the law that overturned Glass-Steagall, the "Financial Services Modernization Act." That act of "modernization" actually turned the clock back - from 1999 all the way back to 1929, stripping away some of the common-sense measures that prevented the formation of too-big-to-fail banks that could gamble with their customers' money or bring the economy to the brink of ruin - which they promptly did, less than a decade later.

What did our wise leaders say when that bill was signed? "The world changes, and Congress and the laws have to change with it," said Phil Gramm. "In the 1930s ... it was believed that government was the answer ... We have learned that government is not the answer. We have learned that freedom and competition are the answers."

''This legislation is truly historic,'' said Bill Clinton. ''We have done right by the American people.''

''With this bill,'' said Larry Summers, ''the American financial system takes a major step forward toward the 21st Century -- one that will benefit American consumers, business and the national economy.''

Actually that bill helped crash the economy, costing trillions and leaving millions of people un- or underemployed. They, on the other hand, all got rich.

And they weren't done. Phil Gramm then passed something called the Commodities Futures Modernization Act, which Bill Clinton signed, opening the floodgates for Enron's abuses. Gramm's wife was then appointed to the Board of Directors of Enron, making him even richer. Later, after Enron's fraud caused so much tragedy, a shell-shocked nation passed Sarbanes-Oxley. But the Commodities 'modernization' act wasn't done with its worked: It enabled a division within my former employer, AIG, to gamble in a way that helped trigger the crisis of 2008.

Now we have the "JOBS" Act, which undoes Sarbanes-Oxley's key provisions. In a typically cynical move, the corrupt dealmakers of DC have appropriated two good ideas - "crowdfunding" by individuals, as is done on Kickstarter, and the need to find investment capital for small and medium-sized businesses that are the engines of job growth.

But this bill will actually hurt both those efforts. Kickstarter finances creative projects, where it's fairly easy for investors to decide whether they feel a project has artistic merit. But this bill will unleash a torrent of unscrupulous scam artists onto the public, leaving them unable to decide which project has merit and which doesn't. Since these ventures won't be required to provide some basic financial data, many of them will bilk their investors - drying up the pool of available capital for truly worthwhile startups.

Besides, why have we been pumping capital into the nation's banks through the Fed? Wasn't the purpose of all that support - including TARP - to prop them up so that they would lend to American businesses?

Worse, the bill is designed so that even billion-dollar corporations can be considered "startups," leaving the door open for a dozen Enrons of tomorrow to shaft the unwary. The common-sense protections proposed by Sen. Jeff Merkley were rejected, while the equally rational protections of Sens. Scott Brown and Jack Reed, which were passed, will be fairly easy for clever sharks to swim around. We've seen this play before, and it never has a happy ending. That will no longer be required of them, thanks to the "JOBS" Act.

Even that phony name - "JOBS Act" - isn't new. Republican Sen. Chuck Grassley used the same acronym for an equally cynical bill in 2004, the "Jumpstart Our Business Strength" Act. Then, as now, the bill was supposed to create jobs. What it really did was provide $39 billion in tax cuts for overseas earnings by US corporations. Create jobs? Not so much.

Now can look forward to another signing ceremony, filled with smiling and happy bipartisan faces. None of the people at that ceremony will pay the price when the bill for their actions comes due a few years from now. But you and I will.

And unless we change our political system, soon after that the whole process will begin again. When will we ever learn?

?

AT&T to skip the latest Windows Phone 8107 update?

According to a "Community Manager" on AT&T's official forums, the carrier is not planning on releasing the "Windows Phone 8107" bugfix release, which solves an issue related to keyboard disappearances and also likely adds LTE support. That policy stands in stark contrast to what had seemed like a strong affinity for the Windows Phone platform and also in contrast with other carriers both within the US and outside, who have been rolling the update out. AT&T had previously held back on releasing another bugfix update, 7740, and though previous rumors had suggested that carriers wouldn't be able to block updates, that's definitely not the case.

We're not sure why AT&T is opting against releasing this latest bugfix, but it's not because it has a problem with the 8107 build itself ? the Titan II on AT&T runs that very version. It's worth noting that even minor software updates have a non-zero impact on a carrier's infrastructure and (more importantly) customer support. We're sure that Windows Phone users who have been dealing with some of these bugs will find that a thin excuse, of course, and we've reached out to AT&T to get more information on the matter.

Talking Directly To Your Own People And Viewers During Business ...

Communication is the basic tool of reaching out to your prospected clients properly. In communicating with them, you need to meet all of the feasible means and requirements that enable them to connect all the products and services that you?re offering. And utilizing their own languages is the better way to speak with them directly. They could simply understand all the critical points and special offers that you?re making to them if they will be reading or listening to the statements of their very own dialects or tongues.

Speaking to all the customers that you want to reach internationally is not as simple as you believe. But you can talk to them 1 by 1 with the use of their own speeches. And in doing so, you will be able to hand your own offers and suggestions to them effortlessly.

The common problem why a customer cannot respond positively to the business presentation that he has heard and observed is the problem of knowing the real notion the presenter is indicating. But if the presenter is saying stuff that they can basically comprehend, it will be driving audiences carefully and decide to take what ever product it may be for their personal advantage. In parallel to this matter, you as a presenter will also be greatly benefitted from the act.

Utilizing simple words are at times awkward to some professionals in the field, but utilizing it is the wisest act ever. You should be aware that no matter how nice your business presentation is, if your spectators had just understood a few few lines from it, you?re expending your time for nothing.

Generally, a lot of people in the world are utilizing English which is the global language, as their channel of sending business presentation to their prospected customers in the world market. However it would be so effective if it will? be translated to their basic mode of speaking as well as understanding. Try it out now and you?ll reap bunch of success and triumph with it.?

Poke your Facebook friends in real life with this crazy contraption

If you ever wished you could literally poke someone in real life using Facebook's poke feature, then this is your lucky day. Meet the Poking Machine ? a small apparatus that can transform your virtual pokes on the social network into haptic feedback you can feel.

The Poking Machine is a boxy device encased in plastic that you can wear on your arm to turn humdrum poke wars with friends into fun, epic ones. It was?created by inventors?Jasper van Loenen andBartholom?us Traubeck, who was also responsible for the record player that can?translate tree rings into music. To keep track of every incoming poke, the device connects via bluetooth to an?Android phone with a Facebook app.

According to the creators, they made the Poking Machine because while social networks connect us anywhere we go, "they still lack the mediation of physical communication." Sadly, there aren't any plans to make the quirky little contraption commercially available ??but you can watch the video above to get an idea of what it might take to build one of your own.

Russia, China join UN demand for Syria peace move

The UN Security Council demanded that Syria immediately implement a peace plan by special envoy Kofi Annan, even as government forces pounded rebel zones around Damascus and Homs.

Russia and China, which have blocked two resolutions on Syria, backed a western-drafted statement that called on President Bashar al-Assad to work toward a cessation of hostilities and a democratic transition. The council gave a veiled warning of future international action.

The statement, which carries less weight than a formal resolution, gives strong backing to a six-point plan that Annan, the UN-Arab League envoy, put to Assad during talks in Damascus this month.

As the statement was read out, shells from Syrian troops rained down on the Homs district of Khaldiyeh.

At least 22 people have been killed in two days of bombardments in Homs, and another 23 died elsewhere in the country on Wednesday alone, activists said.

Thirty-nine bodies were found in the Rifai sector of Homs, activists added. They had probably been killed at the same time as 48 women and children whose mutilated corpses were found on March 12.

There were also fierce clashes between rebels and security forces near an intelligence post in the Damascus suburb of Harasta, according to the Syrian Observatory for Human Rights.

The UN says well over 8,000 people have been killed in Syria in the past year.

The Security Council statement called on Assad and the opposition to work with Annan "towards a peaceful settlement of the Syrian crisis and to implement fully and immediately his initial six-point proposal."

It said Annan should regularly update the council on his efforts. "In the light of these reports, the Security Council will consider further steps as appropriate," the statement added.

The council gave "full support" to Annan's efforts to set up a Syrian-led transition to a "democratic, plural political system."

Annan has a team of advisors in Damascus determining whether it is possible to take the peace process forward.

The former UN chief was "encouraged by the united support of the Security Council behind his efforts and urges the Syrian authorities to respond positively," his spokesman Ahmad Fawzi said in statement.

UN Secretary-General Ban Ki-moon was also "encouraged by the clear and unified message" in the statement, said his spokesman Martin Nesirky.

Ban hoped "that this united action by the council on Syria can mark a turning point in the international community's response to this crisis."

Annan's plan calls for Assad to pull troops and heavy weapons out of protest cities, a daily two-hour humanitarian pause to hostilities, access to all areas affected by the fighting, and a UN-supervised halt to all clashes.

The mention of a political transition, along with Russia and China's backing for the statement, was a strong signal to the increasingly isolated Assad government, diplomats said.

"This sends precisely the strong and united message to the Syrian government and all other actors in Syria that they need to respond and respond quickly and immediately to the six-point plan," said Britain's UN ambassador Mark Lyall Grant.

In a sign of the new diplomatic moves over Syria, the Security Council also agreed on a press statement, proposed by Russia, that "condemned in the strongest terms" bomb attacks in Damascus and Aleppo over the weekend.

US Secretary of State Hillary Clinton praised the UN statement and warned Assad to carry out the peace plan.

"To President Assad and his regime, we say, along with the rest of the international community, take this path, commit to it, or face increasing pressure and isolation," Clinton told reporters in Washington.

Beijing urges Syria to "actively support and coordinate the good office of Annan, cease violence immediately, reflect political will and launch political dialogue as soon as possible in order to achieve an early political settlement of the Syrian crisis," China's UN Ambassador Li Baodong told the Xinhua state news agency.

The Russian and Chinese vetoes have left the Security Council in deadlock in recent months. But Russia's Foreign Minister Sergei Lavrov welcomed the Security Council's move.

"The document does not contain any ultimatums, threats or assertions about who is guilty," said Lavrov. Russia is Syria's main ally but it has indicated growing impatience with Damascus.

US Senator John McCain meanwhile Wednesday told AFP that Assad's "massacres of his own people" are putting pressure on European and American leaders to take more active roles in ending the crisis.

The rebels, he said, "deserve our assistance and international assistance to fight back."

European countries still want to press for a full, binding Security Council resolution on the crisis in Syria, however.

French envoy Gerard Araud called the statement "a small step by the Security Council in the right direction."

"A resolution is still on the table and we hope we will manage to obtain a Security Council resolution," he told reporters.
