Space-time-crystal-powered eternal clock could keep time after end of universe

Researchers have now proposed an experimental design for a 'space-time crystal' that would be able to keep time forever.

Researchers have now proposed an experimental design for a "space-time crystal" that would be able to keep time forever. This four-dimensional crystal would be similar to conventional?3D crystals, which are structures, like snowflakes and diamonds, whose atoms are arranged in repeating patterns. Whereas a diamond has a periodic structure in three dimensions, the space-time crystal would be periodic in time as well as space.

The idea of a 4D space-time crystal was first proposed earlier this year by MIT physicist Frank Wilczek, though the concept was purely theoretical. Now a team of researchers led by Xiang Zhang of California's Lawrence Berkeley National Laboratory has conceived of how to make one a reality.

"The idea of creating a crystal with dimensions higher than that of conventional 3D crystals is an important conceptualbreakthrough in physics, and it is very exciting for us to be the first to devise a way to realize a space-time crystal," Berkeley Lab physicist Tongcang Li, a member of the research group, said in a statement. Zhang and his colleagues suggest that a space-time crystal could be constructed using an electric field to trap charged atoms (called ions), and taking advantage of the natural repulsion between two like-charged particles (positive and positive, or negative and negative), which is called Coulomb repulsion.

"The electric field of the ion trap holds charged particles in place and Coulomb repulsion causes them to spontaneously form a spatial ring crystal," Zhang said. "Under the application of a weak static magnetic field, this ring-shaped ion crystal will begin a rotation that will never stop. The persistent rotation of trapped ions produces temporal order, leading to the formation of a space-time crystal at the lowest quantum energy state."

In other words, the scientists would aim to create a ring of charged particles, with the resulting electromagnetic forces causing the structure to rotate perpetually. At its lowest quantum-energy state, also known as its ground state, the system has no disorder, or entropy, and there is no way for its entropy to increase over time. Thus, the crystal's?temporal structure and timekeeping ability would continue even after the universe reached a state of "heat death," also known as thermodynamic equilibrium, when it had devolved into entropy.

The researchers describe their idea in a paper published recently in the journal Physical Review Letters.

Curfew on Iraqi town as security hunts escapees

BAGHDAD (AP) ? Iraqi authorities enforced a curfew Saturday on Saddam Hussein's hometown so that security forces could track down scores of fugitives including al-Qaida-linked militants who escaped from a prison there, authorities said.

The Interior Minister meanwhile said the jailbreak at the Tasfirat prison in Tikrit, 130 kilometers (80 miles) north of Baghdad, was an inside job. It put the death toll at 20, including 16 inmates and four guards.

Of 303 inmates at the prison, 102 escaped in the jailbreak, including 47 al-Qaida-linked inmates awaiting execution. Some 23 were recaptured, the statement said.

Mohammed al-Assi, a spokesman for Salahuddin province where the city is located, said Saturday that a curfew was imposed after the Friday jailbreak and remained in force. "The security forces have intensified efforts to hunt down those still on the run," he said.

The new security breach drew sharp criticism of the Iraqi security forces, who have been unable to stabilize the country almost a year after the withdrawal of U.S. troops. It follows several smaller escapes and attempted jailbreaks that have deeply embarrassed Iraq's government, which is eager to demonstrate it can run its justice and detention systems.

The ministry there was "clear collusion" between some guards and inmates in the Tasfirat prison. Weapons were brought into the prison during family visits, and wardens left locks inside the facility open.

"The cells were not searched for a long period, which indicates more deliberate negligence that led to this incident," it said.

The break began when inmates seized weapons and clashed with security guards in an hours-long standoff.

After taking over a large part of the prison, the rioters used other inmates as human shields in order to make their way out, the late Friday statement said.

The Interior Ministry statement also said that Salahuddin police chief, Maj. Gen. Abdul-Karim al-Khazraji, was sacked.

Authorities earlier reported 12 people dead and 32 wounded in the break.

Prison escapes have frequently occurred in Iraq.

The Tikrit prison itself was moved to a different location after 16 prisoners, including five al-Qaida-linked inmates awaiting execution, made their escape after plying open the bars on a prison bathroom window with a pipe wrench in September 2009.

At the time, the entire prison staff and the provincial prison official were detained for questioning. Six of the escaped inmates were later captured.

In 2010, a dozen detainees held on terrorism charges broke out of a prison in the southern city of Basra, disguised in police uniforms. And last year, al-Qaida smuggled weapons and grenades into a prison in Mosul, supposedly one of the country's most secure detention centers, and attempted an ultimately unsuccessful jailbreak that left 17 dead.

In July 2011, detainees linked to al-Qaida escaped at least twice from a Baghdad area prison known as Camp Cropper shortly after the U.S. handed it over to Iraqi authorities.

Gay marriage NY arguments put US lawyer on defense

(AP) ? A federal appeals court panel forced a Justice Department lawyer into an awkward position Thursday, making him explain the government's decision to abandon defending the Defense of Marriage Act as judges decide the fate of a law destined for the U.S. Supreme Court.

"In my day, when you won, you didn't appeal," a smiling Chief Judge Dennis Jacobs of the 2nd U.S. Circuit Court of Appeals told Acting Assistant Attorney General Stuart Delery after Delery rose from his seat near lawyers defending the law even as he seemed to speak out against it.

Later, Judge Chester Straub demanded to know why the government quit defending the constitutionality of a 1996 law that defines marriage as involving a man and a woman after having spoken in favor of it for nearly 15 years.

Delery said the switch came in early 2011 at the direction of President Barack Obama and Attorney General Eric Holder after the administration reviewed the law and concluded that it deserved a stricter view of what constituted discrimination than the legal reasoning that had previously been applied.

Months from now, the 2nd Circuit is expected to rule whether Manhattan Judge Barbara Jones was right when she found the law unconstitutional in June, just like several other federal judges and a federal appeals court in Boston have done.

Repeatedly, Delery spoke about discrimination in America against people over their sexual choices.

"Gay and lesbian people have been subjected to a long history of discrimination that continues to this day," he said.

He called the expression of sexual orientation "an integral part of human freedom."

Yet, he added: "It's still the case that the rights of gays and lesbians usually lose when put up for a vote."

He said it was "crystal clear" that passage of the law was "motivated in significant part by disapproval of gay and lesbian people."

Straub responded with a snap: "Did you tell that to Congress in 1996, what you just now told us?"

Delery said some letters may have been sent to some representatives at the time.

"What is it that changed your view?" Straub demanded before Delery explained the February 2011 switch by Obama and Holder.

Jones ruled that the law intrudes upon the states' regulation of domestic relations. Her decision came after Edith Windsor sued the government in November 2010 because she was told to pay $363,053 in federal estate tax after her partner of 44 years, Thea Spyer, died in 2009. They had married in Canada in 2007.

The law, which denies federal recognition of same-sex marriages and affirms the right of states to refuse to recognize such marriages, was passed by Congress and signed by President Bill Clinton after it appeared in 1993 that Hawaii might legalize gay marriage. Since then, many states have banned gay marriage but several have approved it, including Massachusetts and New York. Justice Ruth Bader Ginsburg said last week she believes the Defense of Marriage Act will reach the Supreme Court within the next year.

Lawyer Paul Clement, speaking on behalf of the Bipartisan Legal Advisory Group of the House of Representatives, which is defending the law, told the appeals court that the Defense of Marriage Act was consistent with the intention of Congress to continue "preserving programs the way they've always been ? not opening these programs to others."

He said the desire to save the government money was a rational basis for the law as well, though "you can't go about that rational basis in an irrational way."

As an example, he said the government cannot deny benefits to blue-eyed people.

New Zealand spy agency rapped over Megaupload blunder

WELLINGTON (Reuters) - New Zealand's spy agency illegally carried out surveillance on Megaupload founder Kim Dotcom, an official report showed on Thursday, prompting an apology from the prime minister and dealing a possible blow to a U.S. bid to extradite him.

Washington wants the 38-year-old German national, also known as Kim Schmitz, to be sent to the United States to face charges of internet piracy and breaking copyright laws.

Thursday's report by the Inspector-General of Intelligence, the official watchdog for New Zealand spy agencies, found the Government Communications and Security Bureau (GCSB) had spied on Dotcom, despite a law prohibiting it from spying on New Zealand citizens and residents.

The flamboyant Dotcom attained New Zealand permanent residency status in 2010.

"It is the GCSB's responsibility to act within the law, and it is hugely disappointing that in this case its actions fell outside the law," Prime Minister John Key said in a statement, adding the blunder was the result of "basic errors".

Key apologized to Dotcom and all New Zealanders, saying they were entitled to be protected by the law and that it had failed them.

New Zealand police asked the GCSB to keep track of Dotcom and his colleagues before a raid in late January on his rented country estate near Auckland, which saw computers and hard drives, works of art, and cars confiscated.

The illegal surveillance may deal another blow to the U.S. extradition case after a New Zealand court ruled in June that search warrants used in the raid on Dotcom's home were illegal.

The raid followed a request by the Federal Bureau of Investigation (FBI) for the arrest of Dotcom for leading a group that netted $175 million since 2005 by allegedly copying and distributing music, films and other copyrighted content without authorization.

Dotcom maintains that the Megaupload site was no more than an online storage facility, and has accused Hollywood of lobbying the U.S. government to prosecute him.

U.S. authorities are currently appealing a New Zealand court decision that Dotcom should be allowed to see the evidence on which the extradition hearing will be based.

The extradition hearing has been delayed until March 2013.

(AP) ? As consumers we want our electronic gadgets to be durable. But as patients, we might want them to dissolve ? inside our bodies.

Scientists reported Thursday that they succeeded in creating tiny medical devices sealed in silk cocoons that did the work they were designed for, then dissolved in the bodies of lab mice. It's an early step in a technology that may hold promise, not only for medicine, but also for disposal of electronic waste.

The new work is "a remarkable achievement" in combining materials to produce a working device, said Christopher Bettinger of Carnegie Mellon University. He works on biodegradable electronics but was not involved in the study.

Doctors already use implants that dispense drugs or provide electrical stimulation, but they don't dissolve. The new work is aimed at making devices that do their jobs as long as needed and then just dissolved, without need for surgical removal or risk of long-term side effects.

In the experiment, the devices ? which look like tiny computer chips ? were designed to generate heat, a potential strategy for fighting infection after surgery by killing germs, said John Rogers of the University of Illinois at Urbana-Champagne, an author of the study.

The devices worked in the mice for more than a week, until their silk coatings dissolved enough for bodily fluids to erode key parts of the devices, he said. After three weeks, the tiny gadgets had basically disappeared.

Someday for people, similar devices might be programmed to monitor the body and release drugs accordingly, or produce electric current to accelerate bone healing, Rogers said.

The researchers used the protective cocoon envelope because silk can be processed to stay intact for varying periods of time ? from seconds to weeks and potentially for years, he said. The device's circuitry itself was built from other materials that degrade in the body, such as magnesium and silicon.

The federally funded research was reported online in the journal Science.

Apart from medicine, the technology offers a way to cut down on electronic waste, or E-waste, if portable consumer devices could be made with decomposing components, the researchers wrote.

And there are other potential uses, too Rogers suggested. For example, such devices could be scattered near a chemical spill to monitor things like chemical concentrations without any need to retrieve them later.

LONDON (AP) ? British bookshops opened their doors early Thursday and some grown-up Harry Potter fans lined up overnight as J.K. Rowling launched her long-anticipated first book for adults, "The Casual Vacancy."

The lines were shorter and the wizard costumes missing, but the book was published to some of the same fanfare that greeted each Potter tome, with stores wheeling out crates of the books precisely at 8 a.m. as part of a finely honed marketing strategy.

Published five years after the release of the last book in the boy wizard saga, "The Casual Vacancy" is already at No. 1 on Amazon's U.S. chart, and bookmaker William Hill put 2-1 odds on it outselling "Harry Potter and the Deathly Hallows," which shifted 2.6 million copies in Britain on its first day.

Many of the early buyers were Harry Potter fans who, like the author, have moved on to more adult fare.

"I just like how much excitement there is about a book," said 23-year-old Grace Proctor, a "massive" Potter fan who was first to buy the book at one London store.

"I think there are going to be people who will hate it just because they can hate it," she said. "But she's such an amazing writer, I don't think she can go wrong."

A story of ambition, envy and rivalry set in the fictional English village of Pagford, the novel recounts the civic warfare sparked when the unexpected death of a town official leaves a vacancy on the governing body. Characters set on a collision course range from the affluent lawyer Miles Mollison to the Weedons, a ramshackle clan living in The Fields, the run-down housing project on the edge of town.

Rowling has said she was aiming for Dickensian sweep in the multi-character saga, whose doses of sex, satire and swearing mark a distinct departure from wholesome Harry.

Reviews have been mixed. The Associated Press judged it a challenging but rewarding read full of emotion and heart. AP's Deepti Hajela said that while its troubled characters mean "this isn't a book that's easy to fall in love with ... But what could have been an unreadable story becomes something else in Rowling's hands, thanks to her gift of being able to make her characters complex and really, just human."

The New York Times' influential critic, Michiko Kakutani, was damning.

"The real-life world she has limned in these pages is so willfully banal, so depressingly cliched that 'The Casual Vacancy' is not only disappointing ? it's dull," she said.

The Guardian newspaper's reviewer, Theo Tait, said it was "no masterpiece, but it's not bad at all: intelligent, workmanlike, and often funny."

The Independent's Boyd Tonkin found the sometimes "long-winded and laborious" writing soared when Rowling focused on her teenage characters.

Others, though, felt the lack of likable characters might alienate readers, and Daily Mail reviewer Jan Moir slammed Rowling's stark focus on Pagford's haves and have-nots as the work of a "left-leaning demagogue" painting "a bleak and rather one-sided vision of life in modern England."

It's likely nothing Rowling publishes will ever match the success of the Potter books, which have sold more than 450 million copies around the world.

But booksellers are confident "The Casual Vacancy" will be one of the year's best-sellers, whatever reviewers say.

"A lot of children have grown up with Harry Potter. They're now adults who love books," Susan Sinclair, divisional manager for the Foyles bookstore chain, said.

"I think it's going to be a really big seller at Christmas. It'll be an easy gift ? but also a good one."

Exposure to school-age children ups severity of cold infections

ScienceDaily (Sep. 26, 2012) ? Exposure to school-age children raises the odds that a person with lung disease who catches a cold will actually suffer symptoms like a runny nose, sore throat and cough, according to a study just published in the Journal of Clinical Virology.

That finding, the result of a study that drew upon a databank of 1,000 samples of sputum and nasal secretions from people with chronic obstructive pulmonary disease or COPD, comes as a surprise, says Ann Falsey, M.D., professor of Medicine at the University of Rochester and an infectious disease expert at Rochester General Hospital. Falsey is senior author of the study, which was led by first author Anurag Gandhi, M.D., an infectious disease fellow at the University of Rochester Medical Center.

"Before we conducted this study, I would have expected other factors, perhaps the severity of underlying disease -- the state of the patient's general health -- to indicate who would actually suffer symptoms from their colds," said Falsey. "Instead, contact with school-age children is the only risk factor we found, and it increases both the risk of infection and also the risk of suffering symptoms once you've caught a cold."

Many studies, including this one, have found that being around school-age children increases the risk of infection, but the new findings go one step further. Of people who come down with colds, the course of the infection is much more likely to be worse in people exposed to children.

In everyday life, many people have no symptoms and don't even realize it when they catch a cold. It comes as no surprise that Gandhi and Falsey found that more than one-third of people infected with a rhinovirus, the bug that causes most colds, had no symptoms.

But further analysis of the data showed that of those people who were infected, people whose infection turned into real-life symptoms -- congestion, runny nose, sore throat, hoarseness and so on -- were about twice as likely to have contact with school-age children as people whose infections did not become symptomatic.

While the study was not designed to tease out a possible explanation, Falsey said it's possibly because colds run a bit more rampant in young children. That's because they haven't had many years to build up immunity to the vast family of rhinoviruses that we encounter repeatedly throughout our lives. Children's colds simply tend to be worse; they have more nasal secretions, for instance, as anyone who has tracked a sick child throughout a household will attest.

"We know that kids shed more virus longer when they get a cold," Falsey said. "It may be that your chance of developing cold symptoms is related to the amount of virus you're exposed to, and if you're around small children, you're exposed to more virus. The idea makes sense, but it's speculation at this point."

To avoid colds, Falsey counsels everyone -- people with emphysema like those in the study, but everyone else as well -- to practice good hand hygiene. That means washing your hands often, especially after you have sneezed or covered your mouth when coughing. Also, avoid touching your eyes and nose as much as possible. And, try to avoid sick children.

"We all know that children are efficient germ-spreading vectors," said Falsey, "and we know that young children oftentimes don't have ideal hygiene habits. It's not unusual for them to accidentally sneeze in your face, for instance. If you have a grandchild who is sick, it may simply be smart to plan a visit for another day."

The study relied upon close monitoring and sampling of 127 people with emphysema who were evaluated six times each during one year. At all visits, nasal secretions were sampled, and sputum samples were obtained when available.

Gandhi and Falsey's analysis of the resulting 1,000 samples of bodily fluids, stored for nearly a decade at minus 112 degrees Fahrenheit, also turned up another unexpected finding. They found that adults who were on home oxygen use were somewhat protected against the added risk posed by schoolchildren. Again, the study was not designed to answer why, since the finding was unexpected. It could be, for instance, that young children were more apt to avoid close contact with adults who were wired up with tubes and apparatus that are scary to many children.

Other authors of the study include Edward Walsh, M.D., professor of Medicine at URMC and an infectious disease expert at RGH; biostatisticians Derick Peterson and Andrea Baran of the University of Rochester Medical Center; and technician Maria Formica and nurses Patricia Hennessey and Mary Criddle at Rochester General Hospital.

Letter: Fundraiser Planned for Special Education Scholarship Program

Dear Canon-McMillan Patch,

My name is Lisa Librecht Kamp and I am organizing a Ladies Day Out Fundraiser to benefit The Rachel Librecht Family Foundation.?

The Rachel Librecht Family Foundation was created in 2003 when our family suffered the tragic loss of Rachel. Rachel was a daughter, sister, aunt and friend but she was also a great teacher of special education students at Seneca Valley High School.

She was a graduate of Montour High School 1996 and Gannon University in 2000.

During all her years teaching she shared with our family the challenges these students face. Through our grief we formed the foundation to help these students achieve their goals upon graduation.

To date we have awarded 10 scholarships to graduating special education students.

Egypt: No need to amend treaty with Israel

CAIRO (AP) ? A spokesman for Egypt's President Mohammed Morsi said Wednesday that there is currently no need to amend the peace treaty with Israel, despite calls in Cairo to revise the 1979 accord to allow the country to beef up its presence in the Sinai Peninsula to combat militants there, the state news agency reported.

For years, many Egyptians have considered the limitations on troop deployments to impinge on national sovereignty. Egyptian political groups including the Muslim Brotherhood, from which Morsi hails, have called for revising the treaty, particularly as lawlessness in the peninsula has increased since the uprising that ousted Hosni Mubarak in February 2011.

The Jewish state has allowed Egypt to temporarily strengthen its forces in the Sinai to fight Islamist militants who have attacked targets both in Egypt and across the border in Israel. But it is opposed to formalizing any changes to the treaty, Israel's first with an Arab country.

The treaty restored Sinai, which Israel captured in the 1967 Mideast war, to Egyptian control. Areas near the border were demilitarized, however. The country's hardline foreign minister Avigdor Lieberman said Sunday there was "no chance" Israel would reevaluate the terms of the peace deal.

Yasser Ali, speaking from New York where Morsi is attending the U.N. General Assembly, said Egypt now has the troops it needs in the Sinai to restore security. The military has been conducting a sweep against Islamist militants there following an August assault on an outpost that killed 16 Egyptian soldiers, the worst attack on the army in peacetime.

Ali said the operation is "unhindered" and will continue until it is successful. His comments came in response to published comments by one of Morsi's advisers, who said he will soon present the president with a proposal to amend the 1979 treaty. Mohammed Seif el-Dawla was quoted by the independent Dostor daily as saying the proposed changes, not described, were based on "popular demand and a strategic and security need."

"With all due respect to all political and intellectual luminaries on the presidential advisory panel, only the president and his spokesman speak for the presidency," Ali said, according to the state news agency MENA.

Israel had welcomed the crackdown by Egypt, which deployed armored personnel carriers and attack helicopters to root out militants in the Sinai this summer. But it balked once Egypt sent in tanks, some of which were removed after Israel complained.

After falling to depths not seen since the Great Depression, the U.S. housing market may finally be rising from the ashes.?

It may not seem like a lot, but 27 percent of Americans believe the value of their homes will increase in the next year, according the CNBC All America Economic Survey.

?That is the highest percentage since 2007 and the third straight quarter that such optimism has gained. (Read More:?CNBC Poll: Economy's Worse, but Obama Favored to Fix It.)

??Overall the housing industry has come back,? said Standard and Poors? David Blitzer, commenting on Tuesday?s release of the latest S&P/Case-Shiller home price indices. ?We might finally get a little boost to the economy from the housing sector.?

?Home prices in the nation?s top twenty markets rose 1.2 percent in July from a year ago, according to S&P/Case-Shiller. (Read More:?US Home Prices Rose for Sixth Month in a Row: Case-Shiller.)

All of those markets saw month-to-month price gains, while just four saw annual declines.? Atlanta continues to see the largest drop, down just under 10 percent year-over-year, but even its declines are easing.

?In Phoenix, where distressed properties have made up the bulk of home sales, prices are up 16.6 percent from a year ago, due to big supply shortages of low-end homes.

?Home prices are still down 30 percent from their peak in 2006, but just the prospect of a real bottom has some buyers finally getting off the fence. In addition, rising prices helped 1.3 million home owners to rise out of a negative equity position on their mortgages in the first half of this year, according to CoreLogic.

Nearly 11 million, or 22 percent of all borrowers, are still stuck in place, owing more on their mortgages than their homes are worth, and an additional 2.3 million have less than 5 percent equity in their homes, making a move up unlikely. ?The latest numbers, from existing home sales to earnings from the big publichome builders, are fueling much-needed confidence in housing, but it would be na?ve to declare that this industry is completely out of the woods.

?Positives, like record-low mortgage rates and much-improved affordability are offset by still high negative equity, tight credit conditions and continued uncertainty about the overall state of the economy.

Just 10 percent of those polled in the?CNBC survey?say the economy is good or excellent, with 91 percent saying it is only fair or poor. Fifty-three percent say it is poor, with 25 percent saying it will get worse. These sentiments are little changed from the survey results in?June.

Housing still faces some huge unknowns, including tough regulation on mortgage lending, the looming ?fiscal cliff,? and more than 5 million loans that are either delinquent or in the foreclosure process.

Supplies of distressed homes are low, but much of that is due to delays in the foreclosure process which are just now beginning to lift. New mortgage delinquencies are falling slightly, but they are still far higher than historical norms. (Read More:?'Underwater Mortgage' Refis Get Fresh Push in Congress.)

There is also a possible new headwind that few have mentioned. That is the potential loss of the Bush 2007 Mortgage Relief Act benefit.

This act negates any tax liabilities against borrowers who do so-called ?short sales.? This is when the bank allows the home to be sold for less than the value of the mortgage. The debt that is forgiven (that is the amount of the mortgage not covered by the sale price) would usually be taxed, but this act put a temporary stop to that in order to give borrowers relief and stimulate the short sale market.

This act expires at the end of this year, and Congress has yet to extend it.

?Private investors, Realtors and banks have begun to drive short sales hard, as foreclosures take too long and are too politically sensitive,? said housing analyst Mark Hanson. ?The loss of the Bush 2007 Mortgage Relief Act benefit, which has been driving incremental short sale volume all summer ? and is responsible for a large part of the year-over-year increase in sales volume ? will drive sales volume into a "triple dip" in the winter/spring...Prices will get hit as well.?

It is of course possible that Congress will extend the act at the last minute, but this is just one example of many ?ifs? still present in the market.?

Mortgage rates may be low now, but some say they could move up next year, influenced by factors outside the?Federal Reserve?s?recent attempt to lower them (QE3). (Read More:?How Does the Fed Help My House My Mortgage?)

Home prices appear to be improving, but a new flow of distressed properties could lessen those gains this fall. And again, so much still depends on jobs. S&P?s David Blitzer may believe housing is back, but his colleague Robert Shiller said last week that he wasn?t convinced.? Suffice it to say, the housing market has come a long way, but it still has a long way to go.

This year I finally got my wish after years of talking about it... ?A family talent show! ?It was so much fun. ?People were clever, funny, entertaining and we even saw some real, true talent. ?We marked a night on the calendar and told everyone a month or so in advance, so they could get planning. ?Each family had to come up with something to do together as a family and then any other little thing people wanted to do could be added in also. ?Some of the little girls even spent the days leading up to the talent show planning their own little dances with their cousins. ?For a good laugh and a good time, I highly recommend planning a family talent show. ?Start now, as it may take a few years to convince your family of this wild idea. ?This, along with our family olympics, family pictures and any other activity that gets put on the calendar in advance, seems to help the whole week run so smoothly as everyone knows what to expect. ?And, every year we have to include a little girls morning, where we go get toes painted and go out to lunch. ?And, then the guys find somewhere in the week to squeeze in a little golf. It's a wonderful time and I miss it already. ?Time to start planning for next year!

Norway rules in favor of tobacco display ban

OSLO (Reuters) - A Norwegian court has upheld a ban on displaying tobacco products in stores as part of policies to safeguard public health, dealing a blow to cigarette maker Philip Morris.

Morris, maker of Marlboro cigarettes, which had claimed the ban violates a free trade agreement linking non-EU member Norway to the European Union's market rules, said it might appeal.

"As the court sees it, the display ban is necessary and that there are no alternative, less intrusive measures that can have equivalent results," the court said.

Tord Dale, political advisor to the Norwegian Health Minister, said: "We are glad that the court has decided that looking after peoples health is more important than the profits of the tobacco industry."

Since 2010, cigarette packages and other tobacco products have been covered up in Norwegian shops and are not visible to buyers, as part of policies to discourage smoking.

In April, the UK implemented a similar ban for large vendors, while smaller vendors have until 2015 before having to conform to the legislation.

The decision to rebuff Philip Morris' complaint comes less than two months before the fifth round of negotiations on the World Health Organization's global tobacco treaty in Seoul, South Korea, in November.

"We are not happy with the ruling," said Phillip Morris spokesman Nordan Helland. "We will now look carefully at the court's decision and assess if we are going to appeal."

Norway has said that if the ban was to be upheld it would follow Australia and require plain packaging of tobacco.

"I know that this ruling will be read carefully in other European countries," said Knut-Inge Klepp, director at The Norwegian Health Directorate.

"Currently we are waiting for a new strategy from the government on tobacco legislation. We are in dialogue with other European countries on the issue," he added.

Australia's landmark decision means that from December 1, cigarettes and tobacco products must be sold in plain olive green packets with graphic health warnings, such as pictures of mouth cancer and other smoking-related illnesses.

Expectations high for major Fed action Thursday

WASHINGTON (AP) ? If the world's investors are right, the Federal Reserve is about to take a bold new step to try to invigorate the U.S. economy.

And many expect the Fed to unleash its most potent weapon: a third round of bond purchases meant to ease long-term interest rates and spur borrowing and spending. It's called "quantitative easing," or QE.

Others foresee a more measured response when the Fed ends a two-day policy meeting Thursday. They think it will extend its timetable for any rise in record-low short-term rates beyond the current target of late 2014 at the earliest.

On one point few disagree: The Fed feels driven to act now because the U.S. economy is still growing too slowly to reduce high unemployment. The unemployment rate has topped 8 percent every month since the Great Recession officially ended more than three years ago.

In August, job growth slowed sharply. The unemployment rate did fall to 8.1 percent from 8.3 percent. But that was because many Americans stopped looking for work, so they were no longer counted as unemployed.

Chronic high unemployment was a theme Fed Chairman Ben Bernanke spotlighted in a speech to an economic conference in Jackson Hole, Wyo., late last month. Bernanke argued that QE and other unorthodox Fed actions had helped ease borrowing costs and boosted stock prices.

Higher stock prices increase Americans' wealth and confidence and typically lead individuals and businesses to spend more.

In his speech, Bernanke cited research showing that the two previous rounds of QE had created 2 million jobs and accelerated economic growth. Still, he said persistently weak hiring remains "a grave concern" that inflicts "enormous suffering."

His remarks sent a clear signal that the Fed will do more.

"He had a sense of urgency in that Jackson Hole speech," said David Jones, chief economist at DMJ Advisors. "I think he is convinced that there is a need to do something."

Some critics, inside and outside the Fed, remain opposed to further bond buying. They fear that by pumping so much cash into the financial system, the Fed is raising the risk of high inflation in the future. And many don't think more bond purchases would help anyway because interest rates are already near record lows.

Some economists who doubt the Fed is about to begin more bond buying say the European Central Bank has eased some pressure on the Fed. Last week, the ECB announced a plan to buy unlimited amounts of government bonds to help lower borrowing costs for countries struggling with debts.

If the ECB's plan succeeds in bolstering Europe, the U.S. economy could benefit, too. Europe's financial crisis and recession have slowed the U.S. economy, in part by reducing European purchases of U.S. goods.

Some also think the Fed might be reluctant to launch a bond-buying program in the final two months of the presidential campaign. Many Republicans have been critical of the Fed's unconventional methods to boost the economy. After the financial crisis struck in 2008, the Fed bought more than $2 trillion in Treasury and mortgage-backed securities.

The Fed "is already a campaign issue, and enlarging its balance sheet will make it even more of one," argues Vincent Reinhart, chief economist at Morgan Stanley and a former top economist at the Fed. Reinhart thinks the Fed will prefer to wait until at least December before announcing more bond buying.

By then, he says, the Fed will have reviewed more employment data. The effect of Europe's debt crisis on the U.S. economy will be better known. And Congress' plans for addressing a U.S. fiscal crisis at year's end will be clearer. Without a budget deal, higher taxes and deep spending cuts will kick in next year.

If the Fed takes the more modest step Thursday of extending its timetable for any rate increase, many analysts think it would push its target date to mid-2015. The goal would be to lower borrowing rates by assuring investors that short-term rates will likely stay near zero even longer than previously thought.

Yet Bernanke's remarks in Jackson Hole about unemployment were so downbeat, and his defense of Fed bond purchases so strong, that many economists suspect a bond-buying program will be unveiled Thursday.

So do investors. In part because of anticipation of a QE3, they've boosted the Dow Jones industrial average nearly 2 percent in September, a month that's typically weak for stocks. On Tuesday, the Dow rose 69 points. And Treasury yields have dropped on expectations that a new Fed bond-purchase program would lower interest rates.

The concern Bernanke expressed in Jackson Hole followed a Fed policy meeting in which many officials felt more Fed action would "likely be warranted fairly soon" unless there was a "substantial and sustainable strengthening in the pace of the economic recovery," according to minutes of the meeting.

Friday's report that U.S. employers cut back sharply on hiring in August dimmed hopes of a strengthening job market.

If the Fed does unveil QE3, some economists think it might differ from the previous bond-buying programs. With its earlier purchases, the Fed announced a dollar amount and a time frame for the bonds it planned to buy.

This time, any new bond-purchase program might be more open-ended. Three regional Fed bank presidents ? Eric Rosengren of Boston, James Bullard of St. Louis and Charles Evans of Chicago ? have expressed openness to a program in which the Fed would buy bonds until the economy improved significantly and unemployment fell consistently ? as long as inflation remained tame.

None of those officials now have a vote on the Fed's policy committee. But they take part in the committee discussions that would allow them to push the idea.

Jones of DMJ Advisors says he thinks open-ended bond purchases will be discussed at this week's policy meeting. Still, he expects the Fed to announce a more conventional bond-buying program of around $500 billion. That would be less than the $600 billion in bonds in QE2 and well below the $1.75 trillion in QE1.

In light of Bernanke's recent comments, Jones doesn't think the Fed wants to delay further support for the economy until the election is over. Neither does Diane Swonk, chief economist at Mesirow Financial.

"This will be an effort on the part of Fed officials to pull out as much firepower as they can," Swonk said. "They are trying for as much shock and awe as they can muster."
