5 pieces of tsunami debris found so far

ANCHORAGE, Alaska (AP) ? Items ranging in size from a 164-foot shrimping vessel to a soccer ball have already made their way into North American waters following the March 2011 tsunami in Japan.

Environmentalists fear this is just the first wave of an estimated 1.5 million tons of debris that is in the ocean following the tsunami, much of which could land on U.S. shores.

Here's a look at some of the items that have already shown up, from biggest to smallest:

1. The 164-foot fishing vessel Ryou-Un Maru was in Hokkaido, Japan, and destined for the scrap heap when the tsunami dislodged it from its mooring. It drifted across the Pacific Ocean until the U.S. Coast Guard sank it in April 2012 in the Gulf of Alaska after determining it was a threat to shipping and the state's coastline.

2. Newport, Oregon, residents awoke Wednesday to find a 66-foot concrete and metal dock on the shore at Agate Beach along the central coast. The 165-ton dock was one of four that broke loose from the port of Misawa in the tsunami. Two other docks from Misawa are still missing.

3. A Harley-Davidson motorcycle was discovered inside a white container that washed up April 18 on Graham Island, off the coast of British Columbia, Canada. It was traced back to its owner in Japan by its license plate.

4. Cleanup workers near Craig, Alaska, in late March found a basketball with the words "Kesen chu," short for Kesennuma Chugakko or Kesennuma Middle School. Kesennuma is a major fishing port that was hit hard by the tsunami. Officials with the Marine Conservation Alliance in Juneau said the basketball was being packaged Thursday to be returned to Japan, along with a care package for students at the school still living in temporary housing.

5. David Baxter, a radar technician from Kasilof, Alaska, found a soccer ball in April 2012 on an Alaska island 110 miles south of the mainland. With the help of his wife, Yumi, who is Japanese and reached out to a Japanese reporter, the ball was reunited with its owner, a teenager who lost all his possession in the tsunami. A volleyball believed to be from Japan was also found on the trip.

Lipenga presents Malawi's 'recovery' budget, punitive taxes removed

Malawi?s Finance Minister Ken Lipenga on Friday ?heralded a national budget for 2012 and 2013 as one designed to address these challenges and put the economy onto a path of sustained recovery.

Delivering the budget statement in Parliament in the capital Lilongwe, Lipenga told the House ?that he tabled ? an austerity?Budget?.

He said: ? Some of the reforms will be painful.? But we have been living beyond our means?and have to take the difficult decisions that are necessary to stabilize the economy.? This?will?lay the foundation for sustainable economic growth in future.?

Lipenga: Recovery and austerity budget

In his budget speech, the Finance Minister announced another of measurer for economic growth which included removal of many punitive taxes on the poor.

He said ?the Customs and Excise Tax measures will be effective from midnight tonight ?(June 8) whereas the Value Added Tax (VAT) and all?other Income tax measures will become effective on 1st?July,?2012.

?Mr. Speaker,?Sir,?I wish to report that in this Budget, Government has removed the Minimum Tax Based on Turn Over which was introduced in the 2011/12 Budget and was deemed to be anti-developmental,? said Lipenga.

Lipenga also informed that government has removed taxes on gains from sale of shares that are held for more than one year to encourage long term investments specifically in shares that are traded on the stock exchange market.

The Minister said government has decided that all social contributions towards construction of hospitals, schools and sponsoring school sports development activities will be tax deductible up to 50 percent.

The country?s purse keeper said government acknowledge the impact of recent devaluation?and its?inflationary effects in the economy.

? In view of this, Government has increased the zero?percent?threshold for?PAYE from MK12, 000 to MK15,?000 and also increased the 15 percent?bracket from MK3, 000 to MK5, 000 whilst the excess will be taxed at 30 percent.

? In addition, the zero?percent?threshold for withholding tax on payment of casual labour has been aligned to the zero percent?threshold for Pay As You Earn (PAYE).? As such, the withholding tax payable on casual labour will only apply to payment for casual labour on income in excess of the zero?percent?threshold,? he said.

?Taxation of Pensions

The Minister informed the House that Section 13 in the Pensions Act on taxation of pensions has been amended to make reference to the Taxation Act.

? In view of this,?Section 13 of the Pensions Act will now be made effective as amended.? The Taxation Act has also been amended to introduce a new?structure for taxation of pensions. The amendment has been done such that contributions by the employees will be net of taxes and contributions by the employer will be deductible up to 15 percent?of the employee?s annual salary while earnings from the pension investments will be taxed at a reduced rate of 15 percent,? he said,

He said the pension benefits that accrue to the pensioner will be exempted from taxes.

?This has been done to ensure that pensioners have more disposable income at retirement.??

He said government has increased the rate?of corporate tax paid by cell phone?operators from 30 percent to 33 percent?.

VAT measurers

The Finance Minister said ?in order?to?attract investment, Value Added Tax (VAT) on machinery?has?been?removed.

VAT on Financial services has been removed in line with the principle of financial inclusion with a view to promoting a savings? culture.

VAT on Newspapers?and internet services have been removed ?to allow Malawians access information at affordable prices.?

Government has also removed VAT on bread and asked bakers to reduce the prices of bread.

??Mr. Speaker,?Sir,?the cost of bread has substantially increased in the course of the year and this is partially on account of the taxes that were introduced on standard bread in the 2011/12 budget. I wish to indicate that Government has now removed VAT on?bread. In view of this,?we implore our colleagues in this sector to reduce the prices of bread in response to this policy measure,? he said.

Customs and Excise Tax Measures

Lipenga said government has reviewed the excise tax regime in Malawi in line with best practice and also aligned to regional rates in order to curb smuggling.

?We believe this will culminate into increased employment and?production for the local and export market and the improvement of other forms of taxes.?

He said the reviewed?excise tax?regime?entails that some products will be reduced to zero while others will be?adjusted in line with the regional rates within SADC and COMESA.

Lipenga said the details of the revised excise rates will be published?in?a?Government Gazette Notice.

Among others, Government has removed excise duty on second hand clothes?and textiles.

Government has however increased ?Excise duty on alcohol packed in sachets and plastic bottles because ?alcohol abuse by minors continued to increase at an alarming rate.

?It is in this regard, Government has increased excise duty rate to 250 percent?on alcohol sold in sachets and plastic bottles.?

Customs Procedure Codes-

He said government has reviewed some of the Customs Procedure Codes (CPCs) under the Customs and Excise Tariffs Order.

?CPC 430 has been reviewed and returning residents will now be allowed to clear?duty-free?motor vehicles for personal use provided they have owned and used the motor vehicle for a period not less than 12 months whilst outside Malawi.,? he said.

? We have noted that this provision has been abused and in order to reduce the malpractice associated with this provision, Government has decided that duty be paid on disposal of such motor vehicles and that the provision will only be enjoyed by a qualifying beneficiary once in every five years.??

He however said this CPC does not cover buses, minibuses, pickups and any other commercial vehicles.

In addition, Government has also included diagnostic and laboratory reagents under CPC 405 which covers goods for medical use to be imported duty free by Health Institutions.

Lipenga said ?in the 2011/12?Budget,?Government introduced VAT on water supply by Water Boards and this necessitated the introduction of VAT on goods imported by Water Boards under CPC 488. This was reversed but the VAT still applied on the goods imported by Water Boards.

? In order to align the VAT structure, Government has removed VAT on Goods imported under CPC 488.? Government has also introduced a new CPC to allow duty free importation of electronic fiscal devices.?

He also said Section XXII of the Customs and Excise Tariffs Order has been reviewed in order to guard against abuse when privileged persons and organizations import motor vehicles.

? A procedure has been developed where privileged persons and organizations will now only be allowed to import directly or purchase motor vehicles from supplier?s ex-bond and not from open stock.? I wish to point out that no refund of duty shall be paid on claims made by privileged persons and organizations that choose to purchase motor vehicles in Malawi on which duty has already been paid.?

Government has?removed?all taxes currently existing on big buses of a seating capacity of more than 45 passengers?(including the driver).

Lipenga said the budget he has presented is?designed to promote sustainable economic growth.

?This?Budget is, in my view,?fiscally responsible; it?is also socially progressive and it?provides important safety nets and safeguards that will mitigate the adverse impacts of our recent currency adjustment on the?most?vulnerable segments of our population,? he told the house.

He said ??this is a moment of optimism and hope; it is also a moment to strengthen our resolve and courage to?see through this reform programme.?

Lipenga said Malawi faces ?the challenges but that they ?must be faced and overcome.?

Summer is nearly upon us, which means it?s time to start picking out your beach reading.? Despite the name of this column being ?Chick Literal,? I realize I haven?t actually talked about a lot of books (except those made into movies or TV shows). ?But ?no more! ?This week, I will actually talk about chick lit.

If you?re looking for a light, fun read to add to your summer list, I?m going to suggest?The Big Love by Sarah Dunn. ?The book centers around Alison, a 30-something newspaper columnist who?s been desperately trying to get her boyfriend of four years to marry her. ?Instead, he walks out on her during a dinner party, and hilarity ensues. ?And by ?hilarity,? I mean a funny, honest take on breakups, dating, religion, and therapy.

What I liked most about the book was that it felt so?relatable. ?Alison struggles with a lot of the same Big Questions I?ve been wondering about recently, such as:

Why is it so hard to do new things when you?re in a relationship?

After her boyfriend leaves her, Alison does all the standard Things You Do after a breakup ? goes on blind dates, takes a language class, travels to Europe ? and laments that these new experiences are something she never has while in a relationship because she?s busy doing things like picking out couches and going grocery shopping with her boyfriend. ?I know exactly how she feels. ?I ran my first marathon in March, and it is entirely and unfortunately accurate to say that this feat was only possible because of my single status.? While others might have more willpower, I?m not willing to forgo date nights? in favor of resting up? and early rising for 20 mile runs, but when I?m single and don?t have anyone to brunch with on a weekend morning, I?m happy to get up and train. ?I recognize that it is entirely possible to do these things while also dating someone, but it?s extremely challenging for me.

Is it ever a good idea to date a coworker?

I can?t actually answer this one without spoiling part of the book, but I will say that I think the conclusion Alison comes to is the correct one.

Are all relationships just a competition?

At one point in the book, a minor character says to her boyfriend ?I?m 38, we?re not married, I don?t have a baby, you win!? ?This vocalizes one of my worst fears, but also highlights a disturbing and pervasive stereotype: ?women want marriage and babies, men don?t, and relationships are just a constant fight to see who ?wins.? ?Obviously there are many, many exceptions to this, but ?I still worry a lot about power games in relationships, as does Alison. ?Her belief is that whoever loves less has the power, and sometimes it seems like she?s right. ?It?s troubling, because relationships should be based on loving someone, not calculating and conniving and figuring out who loves whom more. ?Which leads to the Biggest question of all:

Is love enough?

I?m a romantic.? A childhood diet of Disney movies and storybooks taught me that love conquers all, and an adolescence of sitcoms and romcoms confirmed this.? In pretty much all shows or movies ever, at some point when a character is faced with a major relationship dilemma, someone will ask ?But you love them, don?t you?? and if the answer is yes, everything seems to work out in the end.? Life has taught me otherwise.? You can love someone who (allegedly) loves you back all you want, but that won?t stop them from moving to San Francisco or Seattle or Santa Fe or somewhere else that you?re not.? Exclusive: The-Dream Didn't Send Gwyneth Paltrow's Paris Tweet

Turns out it wasn't The-Dream who sent the now-infamous "N---as in Paris" tweet from Gwyneth Paltrow's phone, but the Love King still insists that his buddy did nothing wrong.

"Well, we were there, of course. We were Patron'd out of our minds, number one. Number two, I was moreso trying to take the heat for a friend because I knew that the reaction was going to be silly," The-Dream admitted to MTV News on the carpet for Vitamin Water's Fader concert series in Hollywood on Thursday night. "I know what she meant; I know what she didn't mean."

Last weekend, while onstage at the Throne's much-ballyhooed Paris concert, Paltrow tweeted a pic of herself with a few friends and captioned it: "Ni**as in Paris for real @mrteriousnash (the dream) tyty, beehigh."

The tweet caused much controversy, sparking a debate over who should and shouldn't be allowed to use the N-word. The-Dream says he knows that the actress didn't mean for the tweet to be derogatory and also suggests that the issue isn't so black-and-white. "We created a song and titled it like that. It's one of the biggest songs out, especially [since] Jay and Kanye are two of the biggest rap figures," he began to explain. "It's like a catch-22, it's like a trick, like 'Yeah we're gonna say it and we're gonna sell it to you, but you can't really use it and you can't say it."

After Paltrow came under fire, the "Shawty Is a 10" singer came to her rescue and took the blame, claiming that he was the one who sent the message from Gwyn's phone. Now he admits it was all just a cover-up. "I knew it was going to be silly from the beginning, so I just tried to jump to her defense," he said to MTV News. "Unfortunately, people were bothered and I understand it to a degree, but you have to still understand that we give the word its own power."

The magnitude of Hov and Yeezy's historic concert isn't lost on The-Dream. He hopes that by performing "N---as in Paris" multiple times in Paris, the Throne can eventually change the complexion of the city. "If you know the culture there, then you know it's not really bound to blacks in that type of a way. It's soft and gloomy, but it's not us," he says of Paris. "So I understand the title of the song, I know what the movement is, and I extremely was touched after they performed in Paris 11 times because I know that's going to affect the culture 10 years from now."

Australia's coal boom threatens Great Barrier Reef

A resources boom that has shielded Australia from the global economic meltdown is threatening the Great Barrier Reef and provoked an argument between the state and federal governments.

The kerfuffle was sparked last week when the Queensland state government approved the development of one of the country's largest coal mines, expected to export about 30 million tonnes per year, using ports along the Great Barrier Reef.

The approval came as UNESCO released a report warning of the dangers of increased shipping traffic in the reef, expressing "great concern" at the scale of coastal developments.

"This mine would add to the massive dredging, dumping and shipping which is turning the Great Barrier Reef into a coal superhighway," said federal senator Larissa Waters, a member of the Australian Greens party. She added that it would contribute to the rapid loss of marine habitats.

The federal government has now stepped in, with the federal environment minister saying Queensland's environmental assessment process had been "shambolic" and threatening to take over the state's approval process.

The Queensland government said it was committed to protecting the Great Barrier Reef. "The reef is the world's largest living organism and an international tourism icon, supporting more than 50,000 jobs and injecting around $5 billion a year into our economy," said Andrew Powell, the Queensland minister for environment and heritage protection.

Campbell Newman, the Queensland premier, said he didn't think increased shipping traffic necessarily endangered the reef.

"What we should be saying is that we are going to put in place the safeguards to make sure we don't have problems with shipping on the reef," he told the Brisbane Times.

Jewel Fixes Teeth, Goes Brunette For June Carter Cash Role!


Jewel has completely changed her look - even fixing her famously bad teeth - to resemble the late June Carter Cash for her role in a new film.

In Lifetime's upcoming biopic, The June Carter Cash Story, the four-time Grammy nominee goes from blonde to brunette to portray the singer.

Jewel tweeted the first photo of her makeover on Tuesday, writing, "Here I am as June in my trailer with her blue eyes and perfect teeth."

"Many people know about the legendary love story of Johnny and June," Executive Vice President of Programming Rob Sharenow said this week.

"But June Carter Cash has her own epic journey filled with triumphs, tragedies, loves and losses ... we're thrilled Jewel will be playing the title role."

Jewel, 38, became a first-time mom last July to son Kase with her husband Ty Murray. In another first, this is the singer's major acting debut.

An Address on the Governor?s Education Strategy

My fellow Guamanians,

Thank you for your time today. There are critical and urgent matters we must dispense with, together. But before I get started, let me first thank the Superintendent-select for his commitment to instructional leadership of our schools. DOE needs permanent leadership ? yesterday.

And Taling, I know it hasn?t been easy? so, thank you so much for your leadership these past 10 months. Please stand so we can all recognize you.

President John Adams wrote to his wife once, ?I must study politics and war, that my sons may have the liberty to study mathematics and philosophy, natural history and naval architecture, in order to give their children a right to study painting, poetry, music, architecture, tapestry, and porcelain.?

It?s about a quarter-millennium later, and to my First Lady, I?ve had a very different conversation. After all this time has passed, many of Guam?s children are not studying music or architecture. Their grasp of mathematics is scarce, and their proficiency in natural history untested. Most cannot even study war, because they either did not finish high school, or they could not pass the ASVAB.

All the data we are looking at tells us that our society is going backward. Poverty is on the rise. So is crime and worsening disease. When Christine and I talk about work, it?s about the 224 foster children she?s trying to help.

These are children who live the worst kind of poverty. The worst kind of poverty is the loneliness and lovelessness an abandoned child is struggling with. It's the stream of tears no one sees because no one is around to console him. It's the feeling of having no family to go home to once the last bell rings on a Friday afternoon at school. It's the unimaginable seconds before a child closes her eyes at night? alone? without a hug? without a kiss? without love? to dream about what love can be, and to confront a new day searching for someone to make her dream come true.

It?s not so much what they are going through that should alarm us? as why they are going through it. These reasons speak to the symptoms of a very big problem we all must admit and fix very quickly. These children need foster homes because their parents were doing drugs - right in front of them. Or children who had to be taken from their homes because they were being physically and sexually abused by the people who were supposed to be giving them love. Or children whose parents went to jail or who died, and they have no relatives who want to take them in. These are the children of a second, even third generation of poverty.

Their parents grew up in a better time? in a Guam where families helped each other and no one lived on the streets. And their grandparents were products of the great world war and the unimaginable occupation.

But the duty of a generation is not to hope by the memory of a better day, but to give the next generation something more.

That?s not what?s happening on Guam. In only one decade the number of families on food stamps doubled. Now nearly a third of our people are living below poverty. And while income levels haven?t changed much through the years, we are all paying more for our homes, the power bill, gas, and groceries. Ironically, sales and receipts have been going up. There are more businesses, more hotels, more mom & pop stores. The economy has been growing.

My father spent his term growing the economy. So did Governor Bordallo, who built the infrastructure we needed. Governor Ada?s development policies brought about unparalleled growth. Governor Gutierrez and Governor Camacho weathered our island through global economic downturns. The economy has been growing. Our leaders did what they set out to do, and that was to bring money in.

So where did all the money go? My guess is that most of it went back to Japan, Singapore, the U.S. mainland, the Philippines, Korea, and wherever else we import goods and services. There was nothing to stop the growth from leaving island. There are two places the money could have gone: to the paychecks and bank accounts of people who don?t live here, or to the paychecks and bank accounts of Guamanians.

Unfortunately, our workforce is increasingly unprepared to take the high-paying jobs and to create the businesses that will keep the money on Guam.

What we?re left with is high unemployment, even higher underemployment, and an economic mountain to climb. Why aren?t they prepared? The answer is pretty obvious. Thousands of adults did not graduate from high school. And of those who did, the great majority do not have the skillsets and core competencies to compete for jobs and start their businesses.

I?m glad that my Council of Economic Advisors is here, because I want to make something perfectly clear. It?s time for our community to realize that all the money in the world could not change the fact that the economy is only as relevant to Guamanians as our education system dictates. We have to realize that economic policy does not dictate education policy. Quite the contrary. What we do in education will certainly predict our long-term growth or demise. Education and the economy are linked by the workforce that the classroom creates, and that builds the economy.

This massive effort to reform education on Guam is the result of hundreds of hours of planning by teachers, principals, the legislature, and Adelup. This is the first part of the larger IMAGINE Guam project. Education reform is critical to the larger economic development strategy, because we must first align the policies. And once this alignment begins ? once the reforms start ? we, as a community, can build the long-term vision that will make its way to the classroom.

If we do not do something? if we do not demand the alignment of education to employment to the economy, then we will doom our future to even greater poverty and crime. We will alienate our people further from the hope that they are part of the economic prosperity.

What will it matter to Guamanians if the economy grows, yet their families are left behind? This alienation should concern us, because the more it happens, the less support we have to make the difference. And, my fellow Guamanians, if we can admit to ourselves now that the root of poverty today is the classroom, then we can act quickly to make the classroom the root of prosperity. This alignment requires us to change the very way we see public schools and the way we educate the next generation.

It starts with reversing the 100-year-old focus of the American education system. We can no longer depend on the classroom inputs to measure success in the workforce. There is no way to align education to employment with the current system we have now? because the current system is not based at all on student achievement. It is based on their attendance in the classroom, and whether a teacher was there teaching. How can you align the needs of the real world to the classroom without real world standards being met?

Learning and mastering those standards must be the new focus. Our expectations of student achievement must be tailored to what graduates must know to be ready for college and career. But how do we make this change? How do we ensure learning happens?

This kind of change takes a while, because we have to change everything about our system before we can demand accountability from teachers and students. I explained many of these needed reforms in the past five weekly addresses on reform.

First, the mission of the department to prepare all students for life must be reinforced with common vision and strong leadership. I am pleased with the board of education for selecting a permanent superintendent who I understand is committed to instructional leadership over operational management. I look forward to working with Jon and supporting him with what he needs to be the chief instructional leader of our schools.

Second, the curriculum and the assessments must be standards-based. Again, I am pleased with the board for the adoption of the Common Core State Standards. I implore the Deputy Superintendent of Curriculum & Instruction to waste no time with full implementation. And I thank Joe for his powerhouse leadership in curriculum.

Third, teachers must have all the professional development and teaching resources to abide by the new standards. They, guided by the principals, must have the time needed to collaborate about students? needs.

Fourth, we must take the education agenda to parents and the community. We need to fortify teachers? efforts with parental and community supports.

All of these actions will foster the right environment for learning to happen. And these solutions are no-brainers.

A long time ago, I remember being a 10th-grader sitting in English class. My teacher had a podium and spent most of the class talking and writing on the chalkboard. We were all expected to listen, to do seat work, to turn in homework, and to take tests. That?s it. Learning wasn?t fun or interesting, and I said so to my classmates. They agreed, too.

This is a very similar conversation among students that?s been going on for decades? and ignored. Well, what do you know? Turns out that us students had it right all along. There are schools throughout the nation called ?Blue Ribbon Schools.? They started out a lot like our schools. Teachers didn?t have the tools they needed. Student achievement was secondary to teacher attendance. The students came from poor families, and the community wasn?t really involved.

But these Blue Ribbon schools started changing things. They adopted standards and started holding everyone accountable. Teachers were no longer isolated in their classrooms. They started collaborating and coordinating students? needs. And they started sharing with each other the teaching practices that led to learning. All of a sudden, the classroom was no longer a place with desks and a chalkboard. It became a true learning environment where teachers had the liberty to do what it takes to get students to learn.

They started relating their lessons to things that were relevant in the students? lives. For instance, a math textbook used in rural Louisiana could ask its poor students to add up the costs of bags, golf clubs, and polo shirts at the city department store. A good teacher will change the math problem, knowing that her students have probably never been to the city, or in a department store. She may gauge that her students go grocery shopping with their parents on the first of the month. So, she?ll ask them to add up the prices of a milk carton, cereal, and a pound of crawfish. She may even bring in the groceries and make the activity interactive. Or, she could even take the students through an interactive shopping center on the iPads that the school issued each of them.

It?s important for each school on Guam to examine the teaching and learning practices of Blue Ribbon schools so that best practices can be replicated. It?s also important for teachers to take a look at Breaking Ranks schools, to understand why the shift from teaching to learning is needed.

Equally important to a fun learning environment is the guidance each and every student needs. This comes with the understanding that no student is identical to another. They are diverse and have diverse needs. It comes with the understanding that the person who most influences learning is the classroom teacher. The teacher is the true guidance counselor and role model. The classroom is where elementary students should be taught that they will go to college. And when they get to middle school, the personal belief that post-secondary training for college or career should be reinforced. And by high school, the students should be preparing themselves for college or career, with a teacher guiding their development.

A lot is determined about a child?s future by the third grade. This is why early childhood learning is so critical. We need UOG and GCC to build their early childhood programs. The infant, toddler, pre-school, and K to 3rd programs need to work with families. These are the most critical years we must invest in. High-quality early childhood programs will cut crime, teen pregnancies, high school drop-out rates, and welfare. High-quality early childhood programs will deliver healthier children ? physically, emotionally, and mentally. Business and military planners alike are now recommending that high-quality early learning will deliver a stronger workforce? and more ready military.

This is why we need the best and brightest teachers to fill the kindergarten to third-grade classrooms. We need to strengthen early interventions and the system of care. We all need to be more empathetic to the diversity of early learners, especially as parents cope with the realities of a diverse family.

And to break the cycle of poverty that consumes the lives of students today, we have to teach them very pointedly that a culture of achievement is far more beneficial to them than the culture of entitlement.

This agenda can only work with the support of the legislature and the community we serve. Senator Guthertz and Senator Yamashita, you?re both life-long teachers, who?ve dedicated your lives to children. And together with Senator Respicio, you?ve provided solutions to our aging school facilities. Thank you very much.

Senators, just as we got together to repair the physical plant, we must come together to fix the heart of education ? student achievement. Former Tennessee Governor Phil Bredesen said something that I think our people expect of us. He said, ?Let?s leave behind the predictable and stale debate between liberals and conservatives. Let?s take the resources that we have, and prioritize, and manage, and focus our energy on just doing things that count ? on real results.?

So we must act. There is no quick fix to the problem we have at hand. Even if we pay tax refunds on time every year. Even if we secure a China visa waiver and get a million more tourists. Even if we grow this economy to $15 billion in annual sales and receipts.

If Guamanians do not have the education to take advantage of all this economic growth, then what have we accomplished other than making Guam a place where it?s good to do business and take the money somewhere else? And where will that leave Guamanians? On welfare. Fighting for the scraps. Beleaguered by poverty, and taken far away from a middle class that their parents once belonged to. We cannot afford to deplete the middle class. We cannot grow the rift between the haves and the have nots. In my vision of Guam, all Guamanians have.

My vision of my grandson?s Guam is strong. I don?t want him to live in an island where most of her people are hungry and counting pennies in their shacks. Or where they have no electricity in their homes and no gas in their cars. Or where they helplessly watch others take all the jobs because they couldn?t even read the application for work. I want to break this cycle today. Because the Guam I envision is teeming with the prosperity of Guamanians who made it on their own. The cafes are filled with college students who aren?t worried about daycare for their young children. They are studying the arts and discussing philosophy.

The streets are lined with well-dressed Guamanians going to the businesses they built. Homes are adorned with bright lights at night, and happy and safe families inside. Where parents are healthy and live long lives because they had the options to make the right choices for themselves. And where children fall asleep to the hugs and kisses of mothers and fathers at their bedside, excited to wake up for a brighter day in Guam.

If we can embrace change now, then what can get in our way of this vision?

Two thousand years ago, a civilization without all the knowledge and technology we have today built the great Library at Alexandria. The people were not concerned with war. Legend has it that they sat at the fountains with their instruments and poetry, and from their wisdom grew a great republic where the people thrived.

And where is the Library at Alexandria today? After coming so far, the people of Greece began to abandon the society they built so strong. Their focus turned from the arts and the humanities ? from education ? and they became concerned with politics and conquest. One by one, the people left the Library. And what was once the hum of the lyre in a hall of wisdom, became the silence of a civilization in decline. And its decline was so severe, that today no one knows where the great Library at Alexandria ever was.

That library was the classroom of a great civilization. It was abandoned, and so civilization abandoned them. That must not happen to us. We must not allow it. And, yes, it is our choice? it is within our control. We are the generation entrusted with 4,000 years of Chamorro progress that built the Guam we know today. We have an absolute duty to our ancestors to sail forward and achieve, not to break what they built. We cannot abandon the classroom, or civilization will abandon us.

Why can?t we, today, also build a society that every day grows more prosperous? and in every way reaps the reward of a strong classroom. The future is in the classroom, and it must be reformed now if our children are ever to see the future we dream for them.

Paul Heling has been named Digital Brand Manager for all ten Midwest Communications radio stations in Green Bay, Appleton, and Sheboygan, Wisconsin. Heling spent 23 years as a Promotions Director most recently at KYGO in Denver and WMIL in Milwaukee. This is a return home for Heling who is from the Green Bay area, has family in the area, and was also Promotions Director for the Midwest Communications Green Bay and Appleton cluster of stations from 1994 to 1999. The new position reunites Heling with Randy "Shotgun" Shannon who took over as Director of Digital Development last February. Shannon, most recently of KCYY in San Antonio and KWOF in Denver, also worked with Heling in Green Bay in the mid to late 1990's. Business Processing Association of the Philippines (BPAP) president and CEO Benedict Hernandez said the industry offers a hundred thousand IT-BPO jobs for financial analysts, engineers, accountants, doctors and nurses, artists, business graduates, and other professionals on its website.

BPAP launched the career portal to increase awareness of career opportunities in the IT-BPO industry.

BPAP senior executive director Gillian Virata said many still don?t know that IT-BPO has 20 different segments, employs 640,000 Filipinos and generated $11 billion in revenues last year.

?We have jobs in IT, software development, customer service, finance and accounting, health care, legal, creative services, and engineering. New graduates and established professionals don?t have to go abroad for international, well-paying jobs,? she said.

To attract potential employees, BPAP created a Facebook page and Twitter account. Hernandez said there has been a positive response from jobseekers so far.

?We are doing this campaign to address a potential talent gap that could impact growth of IT-BPO. There are a lot of amazing opportunities within the industry and the creation of the ?Work Abroad. Live Here? portal is just one piece of a larger campaign to acquaint graduates and professionals who are considering a career shift with opportunities in the IT-BPO industry,? he said.

Last month, the ADB said it was giving a P27.3 million grant to support skills enhancement for the IT-BPO industry. The funding will go to training programs for college students and professors.

?The Philippines has been the global leader in providing customer relationship management (CRM) voice services since 2010. Now, non-voice services are rapidly expanding. This year, our goal is to generate 120,000 jobs to attain our goal of employing 1.3 million Filipinos by 2016. Why Obama's attacks on Romney's record as governor won't stick

Mark it as the least surprising aspect of the election: a $10 million ad buy on behalf of President Barack Obama?s re-election campaign, spread over eight battleground states, that seeks to undercut Mitt Romney?s key claim to the presidency.

?I speak the language of business,? we see and hear Romney saying. ?I know how jobs are created.?

The words come from Romney?s 2002 campaign for governor of Massachusetts. Then come a barrage of charges: 40,000 manufacturing jobs gone; the state plummeting to 47th in job growth; jobs outsourced to India; $2.2 billion more in debt. ?We?ve heard it all before,? the ad concludes.

Indeed we have. With the return of a governor-as-presidential nominee ? 2008 was the first time since 1972 without a nominee who had served as the chief executive of a state--we are hearing once again the opposition argument that the nominee?s performance as governor proves he is unfit for the White House. This is a tactic that has undergone a curious evolution, and one whose track record is decidedly checkered.

In 1976, Gerald Ford?s campaign had to run against two ex-governors: Ronald Reagan in the primaries, Jimmy Carter in the fall. In both cases, the Ford campaign aimed less at the records of the men than at their reliability.

The anti-Reagan message could not have been blunter. ?When you vote Tuesday, remember,? an ad pointedly noted. ?Governor Reagan couldn?t start a war--President Reagan could.?

In the fall, Ford?s campaign featured a ?person-in-the-street? commercial with Democrats explaining their choice. One of them noted that ?I?m from Atlanta Georgia. ... Two months ago I?d have voted for Jimmy Carter; the more I know about Jimmy Carter, the less I think I?ll vote for him.? Another, of uncertain provenance, said, ?Carter is embarrassing me quite a bit with the way he?s opening up his mouth lately.?

Four years later, it was Carter?s turn to employ the ?person-in-the-street? approach against Reagan, but this time, each speaker was identified by a city: Fresno, Sacramento, Los Angeles. San Francisco.

?Two men are the real contenders for the presidency today,? the announcer intoned. ?The people of California remember one of them quite well.?

What they didn?t remember, however, is anything about Reagan?s eight years as governor. Instead, they talked about how dangerous and ill-suited for the Oval Office he was.

?I can?t imagine him as president; it?s too complex a job,? a woman said.

?Ronald Reagan is not a man I would want to lead our country for any period of time,? said another.

?He probably would have gotten us into a war by this time,? a third chimes in.

And in case you didn?t get the point, another says, ?Reagan scares me; he really scares me.?

It was Michael Dukakis in 1988 who earned the dubious honor of becoming the first presidential nominee attacked on the specifics of his actual record as governor--because he had campaigned celebrating ?the Massachusetts Miracle? of a booming economy. The campaign of George H.W. Bush aimed at different targets. One ad, simply labeled ?The Harbor,? showed a foul, toxic body of water??Boston Harbor, the dirtiest harbor in America?--that ?will cost residents $6 billion to clean.?

?And,? the ad concluded, ?Michael Dukakis promises to do for America what he?s done for Massachusetts.?

Dukakis? record on crime was, of course, at the heart of the attacks on his candidacy. The ?revolving door? commercial, with actor-convicts moving in and out of a prison yard, catalogued Dukakis? sins: vetoed the death penalty and mandatory sentences for drug dealers; gave furloughs to convicted murderers. ?Now Michael Dukakis says he wants to do for America what he?s done for Massachusetts,? the ad stated. ?America can?t afford that risk.?

(The ?Willie Horton? ad, featuring a menacing mug shot of a convict who had terrorized a family while on a weekend furlough, was not produced by the Bush campaign, and Bush?s ad chief, Roger Ailes, will swear on Bill O?Reilly?s ratings that he had nothing to do with that commercial.)

The Bush campaign against Dukakis stands as the only fall presidential campaign in which an attack on an opponent?s record as governor proved effective. Look at two more recent attempts and the reason becomes clear.

In 1992, Bush?s re-election effort used the same tactic it had used in ?88--indeed, some of the same language--to go after Arkansas Gov. Bill Clinton. One memorable ad showed gloomy, black and white images of a landscape that had apparently suffered some sort of devastating disaster--which led to the ad being nicknamed ?Nuclear Winter.?

The sound of a mournful wind could be heard as the announcer said: ?In his 12 years as governor, Bill Clinton has doubled his state?s debt, doubled government spending, and signed the largest tax increase in his state?s history. Yet his state remains the 45th worst in which to work, the 45th worst for children. ?And now Bill Clinton wants to do for America what he?s done for Arkansas. America can?t take that risk.?

And in 2000? Consider an ad the Gore campaign ran in Ohio: ?George W. Bush wants to bring his Texas ideas to Ohio.? But manufacturing workers in Texas are the eighth-worst paid in America; Ohio?s are the fourth-best paid. And Texas went from the 29th-worst to the 48th-worst place to raise a child under Bush. ?On Nov 7th, is that the change we really want for Ohio??

Why were the attacks on Dukakis uniquely successful? Because they were visceral: filthy, unsafe water; violent criminals left to roam free on weekends. In contrast, the attacks on Clinton and Bush were awash in mind-numbing statistics that made no emotional connection to the voter.

Now look again at the Obama ad about Romney?s record as governor. Do you see a viscerally powerful punch?

Cancer drugs: Better, cheaper

ScienceDaily (June 4, 2012) ? Cancer drug development is known to be too slow, costly and fraught with failure. Now the U.S. Food and Drug Administration is issuing recommendations for breast cancer trials that would substantially accelerate patient access to new medications while lowering the time and cost of drug development.

The new regulatory guidelines are based in part on groundbreaking, national breast cancer research led by UCSF.

The FDA "draft guidance,'' issued last week, is aimed at helping medical researchers gain swifter approval for promising drugs in the early stages of development for breast cancer. The guidance represents the federal agency's "current thinking on this topic,'' according to the draft.

The guidelines are discussed in the current issue of The New England Journal of Medicine.

The FDA's new approach is based on a trial design being tested in a clinical study known as I-SPY 2, launched by UCSF in conjunction with a private-public partnership that includes the FDA, the National Institutes of Health, pharmaceutical companies and academic medical centers.

I-SPY 2 combines personalized medicine with a novel investigational design to identify women at high risk of early breast cancer recurrence. It is underway at 19 major cancer research centers around the country.

"Better options for patients with high-risk breast cancer are urgently needed,'' said Janet Woodcock, MD, director of the Center for Drug Evaluation and Research at the FDA. "The FDA guidance explains how a promising drug identified in trials such as I-SPY 2 could be evaluated for FDA approval, so patients could have rapid access if the drug proved better than current treatments.''

Traditionally, patients with early-stage breast cancer must wait years to receive new cancer drugs, which are generally tested first in patients with later stage metastatic disease and approved for use in more curable, early stage cancer only after additional clinical trials.

It can take more than a decade to bring a new cancer drug to the market and cost more than $1 billion.

The need for new regulatory approaches was discussed in a December 2011 commentary in the Journal of the American Medical Association (JAMA) co-authored by Woodcock and Laura Esserman, MD, MBA, director of the Carol Franc Buck Breast Care Center at the UCSF Helen Diller Family Comprehensive Cancer Center.

"The major losers in this inefficient approach are the patients who would benefit from new treatments,'' wrote Esserman and Woodcock in their JAMA article.

But combining novel trial designs with new approaches for accelerated approval would hasten the pace through the research pipeline to bring medications to patients at far lower costs, the authors wrote.

The new FDA recommendations would speed up approval of drugs tested prior to surgical removal of tumors in certain types of high-risk patients with localized, early stage disease. The guidance centers on neoadjuvant therapy for breast cancer -- the administration of therapeutic agents prior to surgery. The FDA said it may now grant approval to medications that have shown clinical benefit, based on data from patients receiving this type of neoadjuvant treatment whose invasive cancers have disappeared by the time of surgery, termed "pathologic complete response.''

In I-SPY 2, a patient's cancerous tumors are left in place for approximately six months, rather than being immediately removed surgically. Several new agents are tested in combination with standard chemotherapy in an effort to improve the chance of the tumor shrinking and completely disappearing -- before surgery -- in women with high risk breast cancer. The trial is designed to learn which patients will have the most benefit from new targeted therapies, which will help to speed access under the FDA's new guidelines.

I-SPY 2 can test new treatments in half the traditional time, and with significantly fewer participants which will dramatically lower costs.

"We are truly excited to see that the FDA is supportive of trials like I-SPY 2,'' said Esserman, the co-principal investigator of I-SPY 2. "This really moves us much closer to getting the right drugs to the right patients at a time when they can be cured.''

The FDA is accepting comment on the new recommendations through July.

"This guidance represents the work of literally hundreds of individuals who are dedicated to harnessing the best of science and medicine to achieve real progress against cancer,'' said Anna D. Barker, PhD, professor and director of Transformative Healthcare Networks and co-director of the Complex Adaptive Systems Initiative at Arizona State University. She is the former deputy director of the National Cancer Institute.

I-SPY 2 is being conducted under the auspices of the Biomarkers Consortium, a public-private partnership led by the Foundation for the National Institutes of Health that includes representatives from the NIH, FDA, and multiple pharmaceutical companies and academic research centers.

Scientists from the National Cancer Institute, FDA, pharmaceutical and biotechnology companies, as well as breast cancer patient advocates also contributed to the design of I-SPY 2, which is managed by FNIH and Quantum Leap Healthcare Collaborative with support from Quintiles, a global biopharmaceuticals service provider. Funding for I-SPY 2 is provided by non-profit foundations including The Safeway Foundation, several pharmaceutical companies, and other private sector and philanthropic donors.
